What each option actually involves
A ground-floor addition extends the footprint outward. New footings and foundation, new framing, new roof section tied into the existing roof, and the exterior wall where the old house meets the new becomes an interior wall.
A second story addition builds on top of what exists. The roof is removed, the existing walls and foundation are evaluated for whether they can carry the new load, reinforcement happens where they cannot, then a new floor system, walls, and roof go on.

The important structural difference: a ground-floor addition mostly leaves your existing house alone. A second story addition puts new demands on every part of the structure below it.

Why building up costs more
The premium is not arbitrary. Four things drive it.
The roof comes off. That is demolition, disposal, and a period where your house is protected only by temporary covering. In Salem’s climate, where rain falls roughly 155 days a year, timing that phase matters and weather delays are a real risk.
The existing structure has to carry more. An engineer evaluates the foundation, the walls, and often the footings. Where capacity is short, reinforcement happens, and that work is invisible in the finished house but very present in the budget.
Systems run vertically. Plumbing stacks, HVAC ducting, and electrical all have to reach a second floor, which usually means opening walls on the first floor to route them.
A stairway consumes square footage twice. You lose floor area downstairs and upstairs to the stairs, so a 600 square foot second story yields noticeably less usable room than 600 square feet on the ground.
When building out is clearly right
You have usable yard and your setbacks allow it. Salem’s zoning setbacks determine how close you can build to property lines, and on many 1970s to 1990s Salem lots with generous rear yards there is room.
You want to stay in the house. Ground-floor work happens outside the existing envelope until the connection is cut, so most families stay put.
Single-level living matters. If the goal is aging in place or avoiding stairs, adding a primary suite on the ground floor accomplishes something a second story cannot.
Budget is the constraint. Same space, less money, every time.
When building up is clearly right
The lot has no room. Small lots, corner lots with setbacks on two sides, or a septic drain field in the back all eliminate outward expansion.
The yard is the point. Some homeowners will pay the premium specifically to keep their outdoor space, and that is a legitimate reason rather than a compromise.
You want to double the house. A full second story adds far more square footage than a bump-out ever will, which for a growing family sometimes justifies the cost.
Mature trees or grade make building out expensive anyway. Salem has plenty of established neighborhoods with large trees. Removing them, or excavating a sloped site, can narrow the cost gap between out and up.
The Salem-specific factors
Salem’s median build year is 1980, which matters for both directions but differently.
For building up, a 1980s home’s foundation and framing generally can be reinforced without drama, but the electrical panel is frequently full and the HVAC is frequently sized for the existing square footage only. Both surface during a second story project.
For building out, clay-heavy soil is the recurring theme. It holds water, so drainage around the new foundation has to be planned rather than assumed. On sloped South Salem and west-side lots, excavation and retaining can add cost before framing begins.
About nine percent of Salem homes predate 1940. On those, building up is a much bigger question, because original framing may not meet current load requirements and knob-and-tube wiring turns up. Those projects need an engineer’s evaluation before anyone talks about design.
What both options share
Both change the footprint or the envelope, so both require a permit through Salem’s online portal and both require structural engineering. Plan review commonly runs one to six weeks, and additions sit at the longer end.
Both need to match the existing house. Roof pitch, siding profile, window style, and trim all get specified deliberately, and on a 1980s home some original materials are no longer manufactured.
Both should carry 15 to 20 percent contingency. Opening up an existing structure at the connection point is where surprises live.

Can every house support a second story?
No, and that is an engineering question answered before design. The foundation, footings, and wall framing all have to carry the new load, and where they cannot, reinforcement is required. Some homes can be reinforced economically and some cannot, which is why the structural evaluation comes first.
Do I have to move out for a second story addition?
Usually for part of it, specifically while the roof is off and the new floor system goes in. Some homeowners stay through framing and move out only for the most disruptive weeks. We map the sequence up front so you can plan rather than scramble.
Which adds more resale value?
Neither reliably returns its full cost. Ground-floor additions that create a primary suite or open living space tend to appeal to more buyers, and single-level living is in demand. A second story that adds bedrooms helps when the home was short on them, but very large second stories can overbuild a house relative to its neighborhood.
How much longer does a second story take?
Meaningfully longer, both in construction and in engineering and plan review, since there is more structure to design and inspect. Weather adds risk that a ground-floor project does not carry, because your house is open during part of the work.
Can I do a partial second story?
Yes, and it is often the smart middle path. Adding a second floor over just the garage or over one wing costs less than a full second story and puts less new load on the structure. It also creates a more interesting roof line than a full box, though the tie-in detailing takes more care.
